Whether an institution require registration

Registration is not mandatory in the case of sole proprietary concern. In the case of partnership firm it is optional for the partners to register their firm with the Registrar of Firms of the respective location. In all other cases registration is mandatory with the respective regulators.

Can an institution issue certificates to the participants on completion of the course

Yes, an institution can issue certificate of participation/completion to the participants. Find out the procedure to issue certificates.
However, if the institution is offering course in the nature of Technical Programme at Diploma/ Post Graduate Diploma/ Degree/ Post Graduate Degree/ in the specified fields, such firms will require prior approval of AICTE.
